Hi,

There has been a flicker of interest in Genetic Algorithms on this 
list, so I thought it might be of interest that IEEE has a new 
Transactions "Transactions on Evolutionary Computation".
Vol 1, No 1, April 1997 has an interesting "state of the art" article 
in "Evolutionary Computation: Comments on the History and the 
Current State" by Back, Hammel and Schwefel, as well as an 
application in financial forecasting, and a theoretical analysis 
entitled "No Free Lunch Theorems for Optimization" .
