The positions offered through the EU training network are given to European
people (or people already living in European countries) and willing to
study abroad.
If a PhD student wants to spend a time (at least 6 months) in the network,
he can do so. If a student wants to start a PhD, he has to be accepted by
the University in  the PhD program, then he can work in the research of the
training network.
At my Department the PhD program starts after a selection (usually you have
to apply in June-July) and accepted people will work on a major (in this
case it should be in the theme of the network), and on 2 minors in other
areas of Computer Science.
